In April 2005, the N.C. Department of Health and Human Services (DHHS) began the NC MH/DD/SAS Health Plan, a pilot project where Medicaid-funded services for mental health, substance abuse, and development disabilities are provided on a capitation basis in a five-county area through a prepaid inpatient health plan (PIHP). Cardinal Innovations Healthcare Solutions, formerly known as PBH, operates the PIHP and manages state-funded mental health, substance abuse, and developmental disabilities services. DHHS has elected to expand this pilot project beyond Cardinal Innovations Healthcare Solutions to be phased-in statewide.

| NC Innovations is a means of funding services and supports for people with mental retardation and other related developmental disabilities who are at risk for institutional care in an Intermediate Care Facility for Individuals with Mental Retardation (ICF-MR). Innovations will also provide funding for people to return to their homes and communities from ICF-MRs. |
